After Jiraiya's death, Fukasaku appeared in Konoha to show them a code that Jiraiya left at the back of Fukasaku. While Shikamaru and the others are trying to decode the code, Naruto left with Fukasaku to be trained in how Jiraiya was trained.
Naruto and fukasku can't merge because the Kyuubi's chakra rejects fukasaku's. Naruto and Fukasaku don't merge cause of the nine tailed fox's chakra.
