Paylor was the leader of the rebel group in District 8, first enters the series in Mockingjay when Katniss goes to District 8 to film a series of propos.
The next time she is seen in the series is when Katniss is roaming President Snow's house. She, and two of her soilders, are gaurding the door to where Snow is being kept. She lets Katniss in, saying that she has a right to know. We learn later after Katniss' trail that Paylor was voted in as Panem's president after Coin's death.

It came from either French or British origin. It was used to describe someone who made buckets or pale's. It sort of like how Taylor was used to describe someone who was a tailor. It is most commonly a last name but in the Hunger Games series it was used as a first name for one of the characters in Mockingjay
