The first invention of the cellphone was in 1947 at Bell Labs by Douglas H. Ring, who in an internal memo described in detail all the requirements for a cellphone system. However as the technology was not yet ready neither Bell Labs nor the parent company AT&T made any attempt to build any hardware or license radio bandwidth for this system at the time.

AT&T made mobile car radio phone service available to the public in 1948, but the mobile equipment weighed 80 pounds, filled most of the trunk of the car, and had to be installed in your car by AT&T installers. This system could not support more than 3 simultaneous calls in an entire city. In 1965 improvements were made that allowed 12 simultaneous calls in an entire city, but customers often had to wait 30 minutes before they could place a call.

AT&T finally decided the technology for cellphones was almost ready and began negotiations with the FCC for radio bandwidth in 1969, finally submitting a formal proposal for a cellphone system in 1971. But neither Bell Labs nor AT&T considered cellphones as anything other than a replacement for the existing mobile car radio phone and did not believe a working handheld cellphone could be built. The cellphone equipment they planned to offer was thus still heavy, filled much of the trunk of the car, and had to be installed in your car by AT&T installers.

These negotiations prompted Martin Cooper at Motorola to invent the handheld portable cellphone in 1970, building the first working one in 1971 and demonstrating it to the FCC the same year.
