No, that scene was made up specificaly for the movie. Harry never spent any part of his summer riding the trains or flirting with waitresses. On Dumbledores orders until Dubledore came to get Harry, Harry wasn't allowed to leave privet drive. Dumbledore did come to get Harry, but Harry knew he was comming as Dumbledore wrote to him. Dumbledore picked him up at privet drive.

Petunia is fully aware that by taking Harry she seals the charm and this keeps Harry safe while he is still able to live with her and her family.
