Who behaved inhumane in Part II of the Hunger Games?

There is no cruelest part. Many parts of the book are cruel and inhumane, but I would say the part where the small 12 year old girl, named Rue, is speared through the stomach by an older teen. Katniss cannot do anything about it, and all Rue asks for is a song. Another scary part would be the bombing of District 12 in the second book, which killed many that just wanted a fairer government

Katniss tells the story of Titus, who would eat his victims after their death. it got so severe that the Game-maker's had to tazer him in order to remove the victims. Eventually Titus was killed in a Game-maker made avalanche, and rumors spread that the Game-makers specifically produced the avalanche to kill Titus, so the victor wasn't a crazy cannibal.

I don't know if you were only trying to refer to the first book, but one of my favorite parts is when later in the book Katniss realizes what Peeta's response was ("Always") to her request that he stay with her:) Some other great moments are when Katniss was alone with Gale while he was recovering from his public beating. Finnick's death was a very emotional part for me. A hilarious moment is when Katniss notified Finnick that he ought to put pants on, and Finnick continued to be humorously seductive, if I may. Katniss with Peeta in the cave included some precious times:)
