Third Hokage - Hiruzen SarutobiWith supreme general ability with Katon and Doton, also capable of using the forbidden Fuuinjutsu: Shiki Fuujin, which in exchange of the user's soul, will seal any other soul in any other object.
Fourth Hokage - Minato NamikazeMinato is said to be the strongest of all, he had the ability to teleport from place to place in a blink of an eye (Winning him the nickname: Konoha's Yellow Flash). Enemy ninjas were given flee-on-sight command should they ever see him.
He invented the Rasengan and the Shiki Fuujin, and he successfully confronted and sealed the Kyuubi (even though it cost him his own life).

Case for The 4th Hokage: He saved the village, and defeated the 9 tails-demon by himself. He was also one of the best fighters, although his reign as Hokage was short-lived.
Case for the 3rd Hokage: He reigned the longest and knew the most Jutsu. He held the village together the longest and led it to a reign of prosperity, vastly increasing the Leaf's power. Even after handing over the reigns to the 4th hokage, he was able to take it back after the 4th hokage died. He also saved the village when the Villages of the Sand and Sound attacked the village.
Case for the 1st Hokage: He was the one who actually brought everyone together to form the hidden village of the Leaf and the Kingdom of fire. Without him, the hidden leaf would never have existed. He defeated Madara Uchiha!
