Usagi has gotten drunk in two episodes of the Sailor Moon anime, episode 22 (18 in the English dub) and episode 108 (101). Of course, in the English dub, references to Usagi having accidentally drunk alcohol (she never appeared to have drunk it knowingly) were altered to have her getting ill from "juice" or "dreaming."
Sailor Moon, a.k.a. Usagi Tsukino (Serena in the English dub) gets drunk the first time in Japanese episode 22, "Romance Under the Moon! Usagi's First Kiss" (English dub episode 18, "Worth a Princess's Ransom"), and then again in Japanese episode 108, "Usagi's Dance, in Time to a Waltz," which was English dub episode 101 "Everything's Coming Up Rosey."
Both times have involved Usagi going to a party; the first one was the one in the first season where Princess D revealed her family's heirloom, the Imperial Crystal, which the Dark Kingdom and Luna both thought might be the Silver Crystal, and Princess D possibly the Moon Princess. Usagi went in disguise to the embassy ball where the crystal was revealed, and mistook some wine for fruit juice.
In the third season, a friend of Mamoru's invited him and all of the Inner Senshi to a party with English study-abroad students to his mansion in Japan; Usagi also got drunk there and, rather than pass out as she did in episode 22, she attempted to speak English while socializing with the foreign students, thoroughly butchering what little she knew of the language as she went. The end result was that all the study-abroad students thought Usagi was great fun and showed good effort, but Mamoru and her friends were embarrassed by her mistakes.
There is also another episode where Inuyasha gets drunk. In Inuyasha the final act Ep: 12 "Sango's Feelings, Miroku's Resolve"
