Vulgaria is a fictional country, probably Eastern Bloc, in the film Chitty Chitty Bang Bang. Certainly there is no country in real life- the name may be a take-off on Bulgaria. The odd thing about the fictional state is they banned children. How on earth such a society could keep going is beyond me- this is one of the more frivolous angles-of-attack in the film and is patently irrational. I understand some of the Vulgarian shots including the castle sequences were shot in Germany.
I believe the beach is in France, a place called Cap Tailat near St. Tropez.
The beach is Plage de la Briande Cap Taillat in St Tropez
The beach scenes were shot at Cape Camerat near St-Tropez in the South of France
