I believe one of the issues is the difficulty with rights to a lot of the songs that were used on the series. Musicians and song publishers demand a large sum of money up front for the release of DVD's that feature their music, which sends the studios into months and years of negotiations. Rather than receiving "royalties" for each DVD that is sold, they demand an outrageous sum of money up front for the rights to use the songs. Judging Amy is a series that used a lot of contemporary music, and I believe that is one of the major reasons why it has not been released in the US as of yet.
