To get there, you have to beat the game (beat Corvus 2nd form). After that, go to Porth Llaffan then talk to Jona (She's in the shack at the south of the place.). She'll give you a quest (Quest #39). Accept it.
After that, talk to the lady near the Inn at NIGHT. She'll tell you that you need to equip a Watermaul wand (bought in Bloomingdale), a Silver Shield (bought in Stornway Armor Shop Postgame) and a Flowing dress (I think it's bought in Swinedimples).
Once you equip all the items, talk to Jona again. She'll tell you to talk to her at the Mayor's beach (where's you battles Lleviathan). Go there.
Before talking to Jona, keep in mind that you'll have to battle Lleviathan again (he's much stronger now). Talk to Jona then kick some whale butt!
After that, you'll encounter a scene then the whale will give you a fygg. Eat it then you'll see Stella again.
More scenes and dialogue then you'll get Sterling's whistle. Take control of the Starflight Express's wheel then fly to the cave on top of Angel Falls!
