Gandalf does not reside exactly anywhere in Middle-earth, but is a roamer type. He stays a while in Rivendell, sometimes in Minas Tirith, maybe in Bree, a spot of time in the Shire, a glass of duration at Edoras, a sip of span at Lorien, but he seems to always be on the move. Originally he came from the far west in Valinor, and after the fall of Sauron that is where he returned to.
