well carly's dad is for sure over seas and i think her mom is too because in one episode someone said "her parents are over seas" or something like that. hope it helped.

There has never been a mention of Carly's mom on the show. Her dad, however, is in the Navy on a submarine (mentioned in iWanna Stay with Spencer and iWon't Cancel the Show).
