The style of manga came from the west during and after World War II. It originated from the western comics that soldiers brougth over to Japan. The Japanese modified it to where the characters themselves had larger eyes. These larger eyes couldn't fit into western-shaped faces, so those were modified as well.

After all the modifications to our comics, you get manga.

He became famous after making the first true manga called New Treasure Island (And by first true manga I mean like the ones you know today) Osamu made speed lines and the whole "big eyes" factor. technically manga the term was created during the edo era of japan, by katsushika hokusai. The term literally means floating pictures, referring to the surrealism of animals representing buddah and other major figures of the time. The manga that you are most likely referring to, the 'Cartoons', can date back to the end of World War two, with one of the major artists being Osamu Tezuka.
