Shaikh Saud bin Rashid Al Mualla, The Ruler of Um Al Quawain 2 January 2009 ABU DHABI - Ruler of the Emirate of Umm Al Quawain, who also takes a seat on the Supreme Council of Rulers of the UAE federation, is His HIghness Shaikh Saud bin Rashid Al Mu'alla, who was formerly the Crown Prince. He is the eleventh Al Mu'alla ruler of the Emirate since the mid-18th Century AD. Born on 1st October 1952, Shaikh Saud received his elementary and primary education in Umm al-Quawain before attending high school in Lebanon. He then undertook studies at Cairo University, Egypt, graduating in 1974 with an economics degree. He was appointed to the UAE Foreign Ministry in 1973, being seconded to the Umm al-Quawain Emiri Court, and was subsequently appointed as Commander of the Umm aAl Quawain Emiri Guard in 1977, in the rank of colonel. In 1979, he was appointed as Chief of the Umm al-Quawain Emiri Court (Diwan), subsequently being chosen as Crown Prince of the Emirate on 22nd July 1982, following the accession of his late father as Ruler the previous year. In this capacity, Shaikh Saud accompanied his father, the late Sheikh Rashid, to many meetings of the UAE Supreme Council, also deputising for him on a number of occasions Working closely with his father, Shaikh Saud embarked on a reform and expansion of the Government of Umm al-Qaiwain, establishing a number of new departments and institutions and having recently taken the lead in introducing modern systems of management and electronic systems and in developing Government services to the public and in promoting opportunities for local citizens. He has also played an active role in the development of the hydrocarbons industry in the Emirate, having been involved in negotiations related to oil concessions and subsequent exploration, these being crowned with success when he inaugurated Umm al-Quawain's first offshore gas field in 2006. Sheikh Saud has also served as chairman of a number of public companies, including the National Bank of Umm al-Qaiwain, the Umm al-Quawain Gas Company and the Umm al-Qaiwain Cement Company. Married to the daughter of Sheikh Saqr bin Mohammed Al Qasimi, Supreme Council member and Ruler of Ra's al-Khaimah, Sheikh Saud has ten sons. A keen advocate of the preservation of the country's national cultural heritage, Shaikh Saud is an avid follower of the traditional sport of camel-racing and is also an enthusiastic sea-angler.
