Julianne Hough is responsible for her own actions, the Church of Jesus Christ of Latter-day Saints (the "Mormon" church) has absolutely nothing to do with it. Julianne Hough has admitted that while she was raised Mormon and appreciates her Mormon background, she is not actively practicing and does not follow many of the Church's guidelines.
For the Church to excommunicate Julianne Hough for showing her breasts either in public or in private would be against their policy. This isn't hypocracy, as they would be following rules which have been set up within the church for decades. While showing her breasts would be in bad taste and would disgust Mormons everywhere, it would not be grounds for excommunication. She may be temporarily 'disfellowshipped', but this action is typically only taken against actively practicing Mormons.
According to the Church's official policy:
Excommunication of inactive members may take place in cases of murder, incest, or open apostasy.
Excommunication of active members may take place (at the discretion of Church leadership) in cases of abortion, transsexual operation, attempted murder, rape, forcible sexual abuse, intentionally inflicting serious physical injuries on others, adultery, fornication, homosexual relations, child abuse (sexual or physical), spouse abuse, deliberate abandonment of family responsibilities, robbery, burglary, embezzlement, theft, sale of illegal drugs, fraud, perjury, or false swearing.
