There isn't a second season. But there is an OVA that wasn't dubbed in English and there is going to be a live-action spinoff of Lucky Star where the Japanese seiyuus of the anime go on a go-kart race.

Unfortunately, everything about there being a second season is false. I really wish there was and there's so much in the manga that they could easily make a second season, but there has been no official announcement for it. Sorry.

It's been announced, and should be airing in January-ish. Not quite sure on the details myself, but it's from a reliable source, I assure you.

It's not. It was confirmed on New Years that it's an adaptation of the spin-off manga, not a sequel or another series entirely.
