When does rukia get her powers back?

yes. when she gave her powers to ichigo, the reason she couldant regain her powers is because she was in that gigai. when she went to live in the soul society, the plentiful amounts of raishi in the air restored her powers

Ichigo's powers regained from Urahara are only temporary. He loses them soon after Kageroza is defeated, but then meets the Fullbringers and they train him to master his fullbring and regain his Soul Reaper powers.

Yes, as of 8/17/11, Ichigo officially got his powers back. Since chapter 429 when he first met the Fullbringers, he has perfected Fullbring which, at first, resembled his Shinigami powers. In chapter 459, Ginjo turns out to be evil and steals Ichigo's Fullbring abilities and whatever was left of his Shinigami powers (even though the Final Gutsuga Tenshou used all of it). Right as Ichigo gave into despair, Rukia showed up and stabbed Ichigo with a Zanpakutou. (just like in the beginning of the manga). The sword was made by Urahara and had the Reiatsu of several captains and lieutenants including Toshiro, Renji, and Kenpachi. All of their combined Reiatsus gave Ichigo the ability to re-create his own Reiatsu source. After a cloud of dust cleared, Ichigo's newest form included his old Shinigami uniform (with new elastic bands around his neck and wrists) and a ridiculously larger Zangetsu. In terms of power, Ichigo still retained his speed and strength. But in chapter 460 (when we first saw him fight with his powers back) he seemingly used Getsuga Tenshou at the same strength as when he lost his powers, but it was actually him just releasing pressure from his sword. The chapter ended with Ichigo saying, "Getsuga...Tenshou," thus inferring that he was going to use a real Getsuga Tenshou.

On a side note, if you watch the anime, the most recent episode (352) was at the very end when the fish tank Ichigo was training in got sliced in half and he appeared out of it, in his Soul Reaper clothes, and then the episode ended.

She is alive and well and fighting another Espada at the moment.
