Both of them have the first requirement, but Sasuke is one step closer to Rinnegan because he now has EMS (Eternal Mangekyo Sharingan). He can awaken the Rinnegan by injecting Naruto's DNA into himself like Madara did. But it may take a long time to awaken it. Or, Sasuke can kill Obito Uchiha and transplant Madara's Rinnegan into himself, that's another possibility. But Sasuke killing Obito would be near impossible. For Naruto, most likely possibility for him, would be if Kakashi gives Naruto his Sharingan when he eventually dies. But who knows, I'm just guessing. My prediction by the end of the manga, Naruto will eventually awaken the Rinnegan to stop Sasuke, and use it's power to finally end the constant cycle of hatred in the shinobi world.
