Was Dog Of Flanders based on a true story?

To tell you the truth nobody knows if it's a true or not. It's a Belgium story about a poor boy that lives with his grandfather and his mother dies when he was two years old and his grandfather, Jehan Daas is left to take care of his grandson Nello. And it's about a dog that has a cruel owner. The dog is named Patrasche. Patrasche gets beaten up by the crack of the whip. Patrasche runs away from his owner but lies on the ground beaten to death until Nello and his grandfather find him and keep him. Nello becomes friends with a wealthy girl named Alois who has a stubborn father who doesn't appreciate Nello. Alois’father Mr. Cogetz tells Alois that she'll be going to school and meeting kids in her own social group. Kids that are wealthy. Alois becomes not happy about it. Nello and his grandfather travel around the town to deliver milk and Patrasche pulls the cart. His owner tries to get him back until Nello tries to defend him, and his owner decides to let Nello keep him. Alois tells Nello that, Nello and her have to be separated from each other and there's an art contest and Nello tries to win it. Nello tries to earn money. Mr. Cogetz forbids his own daughter to see Nello forever. Nello's grandfather dies before winter, Nello wants to draw a picture of him and Patrasche together but it always make him cry and trouble comes when the windmill burns down and Mr. Cogetz butler, Mr. Hans blames Nello because he didn't fix the gears so he decides to let Nello take the blame, so he won't get fired. The whole town turns against him. Mr. Cogetz gets angry at Nello. The whole town doesn't want Nello for the milk delivery job. Nello loses the art contest to a wealthy boy. Nello finds Mr. Cogetz money and they try to find Nello and Mr. Hans evicted Nello for getting behind on the rent and Mr. Cogetz got angry at his butler. Patrasche tried to find Nello. Nello was frozen and hungry and he went in the church and saw the art that he's been dying to see. Patrasche finds Nello in the church and Nello and Patrasche die from hunger in the church.
