When Katniss covered Rue's body in wildflowers, she was showing the Capitol how extremely sickened she was with the entire process of The Hunger Games, and how she was standing up to these rules. Never before had a tribute paid an honor to a fallen tribute - ally or not.
When Katniss covered Rue's body in wildflowers, she threw the snowball that started the avalanche that is the rebellion, by outright defying the expectations of the Gamemakers, the Capitol, and the Games themselves.

∙ 10y agoShe didn't want to think of Rue as just another piece in the Games so she did that to, in a way, protest against the Capitol's ways. She also did this because she and Rue were allies and she wanted to show respect to District 11 (Rue's district)

∙ 8y agoShe doesn't bury Rue, rather covers her in flowers. But she does it to show that she shouldn't have died, she was too young, and that she deserved to be buried in flowers.
