It's debatable which is considered the very first new wave song. Music was evolving way back in the 70s while all the Zombies were boogieing to disco. Kraftwerk's Autobahn is a distinct probability. But the album called Rattus Norvegicus by The Stranglers should be rightly considered the godfather of new wave. If you listen closely, you'll hear how they influenced many bands yet to come. I have deliberately left out references to "mainstream" punk, which Iggy Pop is thought to be an originator.

Agreed with above, a few other possibilities of artists to have made the first new wave songs are: David Bowie, and Sparks
