Gandalf does not reside exactly anywhere in Middle-earth, but is a roamer type. He stays a while in Rivendell, sometimes in Minas Tirith, maybe in Bree, a spot of time in the Shire, a glass of duration at Edoras, a sip of span at Lorien, but he seems to always be on the move. Originally he came from the far west in Valinor, and after the fall of Sauron that is where he returned to.
In the book, he says nothing special to Frodo - it is at the guard room where he cannot decide that Pippin knocks something heavy down the well awakening the goblins and balrog. In the movie, there are two noteworthy exchanges, both which occurred elsewhere in the book. Frodo - (upon seeing Golum) "I wish Bilbo had killed him when he had the chance." Gandalf - "Many who live deserve death, and some that die deserve life - can you give it to them? Do not be so quick to deal out death and judgement. For Even the very wisest cannot see all ends." Frodo - "I wish the ring had never come to me. I wish none of this had happened" Gandalf - "So do all who live to see such times, but that is not for them to decide. All we have to decide is what to do with the time that is given to us."
Gandalf gave them many things. The two actual objects were a key and a map. He also provided them with a burglar.
Gandalf gives him "My pardon. I give it you. In fact I will go so far as to send you on this adventure."

Gandalf was originally known as Gandalf the Grey. After his rebirth, he became Gandalf the White in replacement of Saruman. Gandalf the Grey and after his resurrection he became Gandalf the White.
He is part of the fellowship of the ring. He acted as their guide. He was gandalf the grey and then he returns as gandalf the white in 'the two towers.' To add to that he is awesome!
They each took a sword. Thorin took Orcrist, the Goblin-cleaver in the ancient tongue of Gondolin, known to the goblins as Biter. Gandalf had Glamdring, Foe-hammer known to the goblins as Beater.

'Beater and Biter' are names that the goblins/orcs gave to two swords: Glamdring, ancient sword of the King of Gondolin, and Orcrist, another famous and ancient blade. Being forged by elves, the two swords glowed blue in the presence of orcs. You see, in Middle-earth, people and especially orcs know the names of the most famous swords, as well they should, considering how many of their kind they lose to them. Thorin and Gandalf took these swords from the trolls' cave, and used them from then on. "Glamdring" means "foe-hammer" (the "dring" part means "hammer"), hence "Beater". "Orcrist" means "orc-cutter", hence "Biter". The orc-names are based on the Elvish names. In the Silmarillion, Tolkien described the city of Gondolin and its king, Turgon, who was Elrond's great-grandfather.
Gandalf. Gandalf appears in novels that have been around for more than 50 years. Buzz Lightyear was not in our solar system 50 years ago.

Gandalf understood Hobbits and he knew that Bilbo would never refuse one or two Dwarf guests. Once they were in, he would be unable to refuse members of their party because that would have been rude. Introducing all the dwarves at once would give Bilbo the right to refuse because there were too many.
