The strange thing that Ralph notices when the boy are playing around with the rolling rocks is smoke. What he is seeing is not real though.
The first words of the book are, and I quote... "The boy with fair hair." Along with his fair hair you also learn that Ralph has a tendency to stand on his head to express his happiness, perhaps due to an inability to express himself through words. There is also an impression of reserve about Ralph, Piggy is eager to be friends and offers information about himself but the fair boy prefers to remain aloof and to say little.
By the time that Ralph and Piggy go to Castle Rock to demand the return of Piggy's stolen glasses the only other biguns who remain loyal to Ralph are the twins Sam and Eric. And then, Jack makes "SamnEric" join his tribe, so they eventually leave Ralph too, leaving only himself and Piggy.
During the first meeting, which was held in chapter 1: The Sound of the Shell, Ralph was elected as the chief. Later in the book Jack formed his own tribe and appointed himself as chief.
Oh honey, you must be thinking of someone else because there's no Ralph Funder in the spotlight. Maybe he's the world's best-kept secret or just a regular Joe trying to make a name for himself. But hey, kudos to Ralph for staying low-key in this chaotic world of ours!
