You answered your own question- the name of the Fire unit- was ladder company #49- so the station was ladder 49 in firehouse parlance. There are usually separate Engine ( pumping) and Ladder ( aerial rescue gear) companies in many fire depts.

I THINK they mean which actual brick-and-mortar fire station in Baltimore.

The title refers to the name of a Fire Company or station- Ladder 49. Fire companies or brigades are sometimes denoted by the type of equipment they use, a Ladder Company would have hook and ladder truck (s) Engine companies mainly Pumpers, and so on. Ladder 49 is the name of the UNIT. Very few films are done about fire-fighting and interestingly enough NO popular song deals directly with this occupation! ( Penny Lane by The Beatles does feature a fireman as a sort of walk-on character).
