What is the situation in The Hunger Games?

the Rising action of The Hunger Games is when Katniss Everdeen volunteers as tribute for her 12 year old sister, Prim. The next Rising Action part is when Cinna puts her opening costume of the fire cape and is later known as the girl on fire. Next is when she's fighting in the games up until the end of the games.
