There isn't a definitive episode when he asks her out. In the episode 'The Seal of Phobos', Cornelia shows a lot of emotion towards him and he later kisses her on the cheek which begins their relationship. There's a lot of reading between the lines with them, you have to assume that that is the beginning of their relationship. Episodes onwards from their hint that they are together, and in the last episode they are definitely together. This is all in Season One.
