'The Fool' is in fact meant to represent a deeper level of human understanding than most people ever manage to attain, so because it is beyond their grasp they disregard it as eccentricity, madness or mental disorder- but the whole point is that it's the other way round, 'The Fool' is the wise and clever one and it is other people's attitudes towards him that reflect their own inner inadequacies.
