The HQ assets of the Defense Intelligence Agency are in the Pentagon, not on Bolling (In DC, the "closer you can get to the 'flagpole', the more important you are."). The building you see in the photographs that look like the 'Love Boat ran aground in front of Darth Vader's summer home', is just the Agency's original Defense Intelligence Analysis Center (DIAC) and it's 2006 Annex (the Love Boat).

The reason the annex sits at that cock-a-mamie angle in relation to it's parent structure, is the USAF Commander of Bolling AFB, didn't want his view of the Potomac infringed upon(Base HQ is the long building next to the Main Gate), and as the DIAC sits on AF property, he wouldn't sign off until the footprint was changed, so DIA 'bent a knee' to get their building before they lost the funding (Always defend your rice bowl!)

The real kick in the head is that their first design for DIA's Annex was much better looking, and the plan was to put it behind the original DIAC. . .problem was, no one bothered look at a larger, more inclusive map or to clear it with the Marine's Exec. Flight Det. over on Anacostia, and its height would have interfered with Marine Corps flight operations.
