Depends what you mean by film. If you mean Motion Picture blockbuster the the answer is Ben Hur, at the time of being filmed it was also the most expensive of all time. however there are a number of documentaries and other long material that could be classed as film that are longer.
The longest movie released in theatres was The Ten Commandments starring Charleton Heston at 220 mins. Ben Hur comes in at a close second of 212 mins. (IMDb states the "Gone With The Wind" has a run time of 222 mins.)
