The Konoha council consists of Homura mitokado and Koharu utatane. They provide an advisory role to help the hokage make decisions and important matters although the hokage always has last say. However in fanfiction there is a much more elaborate council that consists of clan heads the elders homura koharu and danzo and the wealthiest civilian merchants this fanon council seems to have frightening control over the decision making, at least the civilian side, it also seems that most of narutos problems in fanfiction stems from their hatred of him, however thi Council is a complete farce and is not part of the manga or anime
