They are the same, but different. Both are cover bands, because they "cover" songs by other artists. A tribute band usually covers other artists' material, but they focus on a particular group or era. So, a tribute band is more focused than an average cover band.

Yes they did , a lot of their earlier albums was other band material for example the Beatles song "Twist and Shout" was not Beatles material ... Hoped that helped :)

This depends on what bands and genres one is looking for. iTunes is a good place to find music of any kind. If one is looking for cover songs of a specific brand it is worth checking to see if any tribute albums have been released.

They were never exclusively a cover band (their first recorded music was a cover with an original on the B-Side), but they covered songs on their albums until Rubber Soul (Hard Day's Night did not have any covers, but subsequent albums did).
