Many peacekeepers come from district two while some come from the castle. Some peacekeepers like Darius are okay people but others like Thread are terrible and cruel.

Rue + Thresh's district (eleven) have particularly strict peacekeepers as demonstrated in pages 61-63 of Catching Fire (hardcover first edition) Twelve (Katniss' district) has had awful peacekeepers in the past and in Catching Fire the usual peacekeeper ('old' Cray) is replaced with a new Peacekeeper (Thread) resulting in the lashing of Gale + Darius. (pgs 104-107, hardcover first edition) and Katniss' injury from jumping over the newly electric fence (pgs. 150-158, hardcover first edition) The more violent peacekeepers are sent to the harder districts (11, 12) and the law is much more lightly enforced in the wealthy districts (1, 2, etc.)
the hob in the hungergames is a black market for the seam to get food, its illegal to trade and sell in the districts, but the hob is defiant to the rules. But katniss and gale sell therir game (game is hunted animals) for food or money
