The peacekeepers are like the police men. They enforce the capitol's laws. They have the power to whip, shoot, and punish anyone who doesnt obey. Many peacekeepers come from district two while some come from the castle. Some peacekeepers like Darius are okay people but others like Thread are terrible and cruel.

The peacekeepers are the capitol's law enforcers, much like today's police officers. They carry weapons and enforce the rules, shooting, whipping, and punishing those who don't obey. Every district has peacekeepers but some are more strict then others. In The Hunger Games and part of Catching Fire the peackeepers are very friendly compared to most people. Darius was on very good terms with the main character Katniss but of course payed dearly for this fact. Most peacekeepers are trained and provided in/from district 2 though some come from the capitol as well.

Basically they are the police, but sent out by the Capitol to ensure that no one is resisting their laws or trying to rebel against them. They are an example of the Capitol meddling in the Districts' everyday life.
