That would entirely depend on your definition of 'noise'. Some refer to 'noise' as Britney Spears music. Others, noise can be 'white noise' which is static or fuzz magnified on the audio feed.

Tone is best understood by clarity. Listen to a speaker playing any type of audio, put a pillow over the speaker, the difference you hear is a difference in tone. Tone is usually the contrast between treble and bass zones on the EQ equalizer.

The frequencies observed in a sample of a musical tone are all harmonic multiples of some fundamental frequency. Noise, on the other hand, is made of many frequencies that are not harmonically related.

A musical tone has a definite pitch, or perceived frequency. Noise typically does not.

Noise is just sounds. Tone, in music, is how the noise sounds - clear, warm, dark, bright, straight, vibrato, etc.
