The one you're talking about has the two cubs, mischka & muschka, as the main characters and the little seal that one of them makes friends with and they sing the "Sing A Happy Song" song, right?
I remember watching it as a child, and I always just called it "Polar Bear Cubs" I don't remember the real title.. Let me know if you figure it out, I would love to be able to buy a copy of it again. The one I had before was a VHS that I watched so many times I ruined it.. :/ edit: "Adventures of the polar cubs is a delightful story of Mushka and Mishka, two polar bear cubs who set out on a series of adventures in the North Pole.
