The Capitol Accent:

I'm fairly sure it's a sort of Boston accent, or maybe New York. Possibly British, though that's unlikely since the series takes place in the US.

Katniss's Accent:

That would be southern... as in, Georgia or Alabama. That type of thing. She was in the southern part of the Rockies, so it's just fitting. And then, when Suzanne Collins read the first chapter of Mockingjay for an interview, she used that affectation, even though it's not how she normally speaks.
