At first, Harry converses with a real live snake, who shares feelings with him. Then in the second book, all harry has to encourage him is the movement of the snake. This is what he has to do to get into the chamber of secrets- he visualizes the snake moving.

so, basically, all you have to do is get a live snake that knows how to do the tango, and bingo! Snake language.
