Gone with the Wind (1939) was rated G in 1971, after originally being simply "approved". As were My Fair Lady (1964), Ben-Hur (1959), Gigi (1958) and Around the World in 80 Days (1956).
I guess the truly G-rated movies that have won were The Sound of Music (1965) and Oliver! (1968). I don't know what their rating would be today.
So- you decide which was first and last.
The movie rating system didn't begin until the 1960's. So, the "G" Rated movie to win the Best Picture Oscar, was the 1965 hit, "The Sound of Music."
Actually the MPAA rating system was not implemented until 1968 (two years after Sound of Music). The only G-Rated film to win Best Picture was 1968's Oliver. Earlier movies, such as Gone With the Wind and the aforementioned Sound of Music, were given G ratings in the 1970's.
This is a trick question. The MPAA rating system did not exist in 1939 so "The Wizard of Oz" was not a G-rated film.
