What is kyoraku's bankai?

He doesn't have one because he cannot release his Zanpakutou. He relies on his intense spiritual pressure and physical strength only to defeat his enemies (i.e. - His fight with Maki Ichinose). This is true for the English-Dubbed episodes, as for the Japanese version of the anime I cannot answer this - although, it seems likely he will eventual develop a relationship with his Zanpakutou in the future allowing his to achieve shinkai and bankai as well.

As of now, Rukia has no bankai in Bleach, and probably never will throughout the manga. Don't forget she was originally just a soul reaper, she's just a main character. It doesn't mean she will likely or must gain bankai eventually. Of course this is possible, I don't find it likely.

Senbon Zakura Kageyoshi. He drops his Zanpak-to into the ground where it disintegrates into tens of thousands of microscopic blades that form into flower petals. This Bankai is extremely fast and powerful. It forced Ichigo to his Hollow state, and was used to kill Espada numbers 7 and 0.
