Eddie Murphy, in the hilarious stand-up film "Delirious", tells a story about his father Vernon getting drunk and going off on Eddie's Uncle Gus. Vernon tells Gus that he figured out that Gus' wife, Bunny, is really Bigfoot and not a Puerto Rican woman that Gus met on a camping trip, as Gus claimed. Vernon said that when he first introduced himself to Bunny, she said "Hello, I'm Bunny. Goonie Goo Goo." Vernon began to get suspicious when his Spanish-speaking friends didn't know what Goonie Goo Goo meant. Vernon put 2 and 2 together when he took his nephews fishing and they plunged their heads underwater, came up with fish in their mouths and said "Goonie Goo Goo".

This was a phrase created by Eddie Murphy in a stand-up routine about his Aunt. The joke is that she is actually Big Foot while her husband Gus claims she's actually Puerto Rican. When Eddie's dad first meets her she says "a goonie goo goo". He thinks he learned some new Spanish and goes around to his Puerto Rican friend Sanchez too tell him "goonie goo goo" and Sanches politely informs him it's not spanish. Very funny routine.

So it's not "who is" goonie goo goo but "what is". And the phrase should not be confused with Barney Google or the song "Barney Google (with the Goo-Goo-Googly Eyes)". Completely different spelling and usage.
