Family guys target audience is mostly for people who lived in the 80's. I'd say about 25-40 yrs olds. The creator (Seth McFarlane) puts a lot of pop culture jokes from the 80's. If you are to young to have lived through the 80's you may still get a lot of the jokes. I was born in 85 and there are quite a few jokes that I dont get. Even if I don't get the joke though it is still funny. Its just funnier when you totally understand.
The answer that was previously here said that it was targeted for 14 year olds because it is rated TV-14. That is not at all how the rating system works, and several episodes are rated TV-M (unless maybe its a station thing... FOX is TV-14 and Adult Swim is TV-M because Adult Swim doesnt cut out the good jokes)
The rating is just a guideline for parents to tell if their kids should watch something. If it is rated TV-14 then that means that it is not appropriate for kids under 14. Even though the target audience could be much older than that.
