PHAT is a slang. It was used mostly among street kids meaning Pretty Hot and/or Tempting. Also known as "ultimate". Honestly, I advise you not to ever use this slang. It is completely outdated and you will probably be teased for the rest of your life if you ever say "That girl is phat!!" Most people don't even know what it means anymore and will probably think you mean "fat". The only time you should ever use this is if you are talking about the fashion empire Baby Phat/Phat Fashions.
