In the context of the word as its used in the first pages of the book The Hunger Games, where its a human's forage bag, we are talking more like a bag that has a strap that goes diagonally across the body, from the shoulder to the hip. The bag rests against your hip. (like a messenger bag) The bag would perhaps be used to carry gardening tools, and to collect food from plants
