Simon's encounter with the Lord of the Flies is one of the most important events in the book. He already suspected that the 'beast' wasn't an animal, he thought it was just 'themselves' and he had said so at a meeting. Simon was simply working things out as a conversation inside his own mind. Most of the other boys simply accepted that the beast was real and the ones who didn't, such as Ralph and Piggy, had temporarily suspended their disbelief after Samneric reported actually seeing a supposedly real beast.
When Simon holds a conversation with the Lord of the Flies he isn't talking to a pig's head on a stick or to The Devil. Simon is simply holding an internal conservation with the darkness within, with the evil which is inside everyone. Simon is essentially having a silent conversation with himself.
