I'm not sure what you're asking ... if we're thinking within the world of Oz and they constructed a road made of yellow [or any color] bricks, presumably dirt would be under the bricks.

In the real world, nothing was under them, because they weren't bricks. They were simply a painted floor in a movie studio.

The Emerald City of Oz is at the end of the Yellow Brick Road in "The Wizard of Oz."

Specifically, the road is the path by which Dorothy Gale, her pet dog Toto and their three companions the Cowardly Lion, the Scarecrow and the Tin Woodman travel to meet the Wizard. The Wizard lives in the Emerald Palace and has the reputation of being powerful enough to solve problems. So the five friends decide to go to Oz to seek help solving Dorothy's and Toto's need to get back home, the Cowardly Lion's need for a heart, the Scarecrow's need for a brain, and the Tin Woodman's need for a heart.

A yellow brick road is an idiomatic phrase for a path to find someone's hopes and dreams.
