In Chris Morris' afterfilm Q&A, Charlie Brooker asked him this question. His answer was that initially, it was a sort of punchline to a joke set up much earlier in the film, where Barry was talking about how Weetabix could be made into explosives in large enough quantities. However, this scene ended up being cut, leaving the punchline - the Weetabix interrogation - floating. However, test audiences still laughed at it, seeing it as not the punchline to an earlier joke, but just a piece of Morrisian surreality, so it was kept for that reason.

So what was initially a joke about the police being just as stupid the terrorists (actually believing in a Weetabix bomb) turns into one about the police just being completely way off the track.
