The silent salute is a District 12 tradition. It is a sign of admiration, respect, thanks and love rolled into one. It was commonly used at events like funerals, or just to show extreme respect and thanks.
On your left hand, reach your thumb over to fold your pinky over. Your pointer finger, middle finger, and ring fingers should stay up in the air together.
What it means: The 'silent salute' is basically a gesture that means 'goodbye' and 'I will always love you'. It originated in District 12, but spread to District 11 and others when it is used toward Katniss during the 74th Reaping.
How to do it: Raise your left hand. Touch your lips with the middle three fingers of that hand. Now hold you arm straight up, your right arm still by your side. You have officially done the Three-finger Salute of District 12
