Because the Capitol seems to defy all the people of Panem and put them into a game of life and death, just so the people can enjoy the excitement. Most of the people that are included in the reaping, find this wrong, and they planned to defy the captiol someway, so they constantly mentioned it in the book, and the enemy of the people.

Considering what you mean, " The Hunger Games" is about a futuristic country by the name of Panem that is most of present North America, with a capitol in our rocky mountains, that is the cradle to the totalitarian leader, President Snow. This land has extreme technological advances, yet it's people live in poverty. It's Dystopia I guess, would be an idea, that seems good for justice and balance, destroy an entire nation. The way they go about things is similar to the Colosseum in the Ancient Roman civilization. It also says that technology can corrupt us. Most of the creatures are genetically engineered spies for the government!
