He knows he has done wrong by promising to keep the fire going, and by leaving the fire unattended and a ship going past he is aware he is in the wrong. However he does not apologise because he is sorry, he does so because his hunters are watching and by taking responsibility he appears to be the bigger person. He goes on to say they can light it up again, totally disregarding the fact they may be on their way home if not for his irresponsible behaviour.
