Rue represnts Katniss's sister Prim, that was picked in the Reaping but Katniss volunteered for her to protect the life of her sister. This is ironic because Rue is just like Prim, to Katniss, and Katniss ends up not being able to protect her. when Rue dies, so does a part of Katniss.
