Rue represnts Katniss's sister Prim, that was picked in the Reaping but Katniss volunteered for her to protect the life of her sister. This is ironic because Rue is just like Prim, to Katniss, and Katniss ends up not being able to protect her. when Rue dies, so does a part of Katniss.
In the first novel, Katniss is nicknamed "The girl on fire", relating to her chariot costume and interview dress. In the final book, Mockingjay, she is represented as the Mockingjay, for various reasons found in the second and third book.
The bread given to Katniss by District 11 because of her loving, devoted farewell action towards little Rue. It symbolized thanks, and a bitter-sweet moment for the girl tribute of District 11.
