When someone says that something beggars the imagination, they're essentially saying that they cannot imagine a way that it could possibly be so. So if I were to say "It beggars the imagination that Frank hasn't been fired yet", I'm saying "I have no idea how it could possibly be true that Frank hasn't been fired, but it's true."
